Update to HSE Cost Recovery Hourly Rates
The Health and Safety Executive (HSE) charges fees for certain regulatory services it provides. This ensures that businesses and organisations responsible for creating risks also cover the cost of regulating those risks.
Following a recent review, HSE has increased its hourly rates for full cost recovery activities. These new rates came into effect on 1 April 2026 and apply across its main cost recovery areas, including Fee for Intervention (FFI), Control of Major Accident Hazards (COMAH), and offshore safety.

The updated rates are designed to ensure HSE fully recovers the cost of its regulatory work, in line with government policy and the principles set out in Managing Public Money on GOV.UK. The changes have been approved by the responsible minister, Sir Stephen Timms MP.
Updated Hourly Rates (from 1 April 2026)
- COMAH Regulations 2015 (including NIS Regulations at COMAH sites): £212 → £218
- Offshore activities (including NIS Regulations offshore): £322 → £332
- Fee for Intervention (FFI): £183 → £188
- Gas Safety (Management) Regulations 1996: £173 → £178
- Oil, gas and chemical pipeline systems: £173 → £178
- Onshore oil, gas, geothermal wells and boreholes: £204 → £210
- Wind and marine energy (renewables): £246 → £253
- Explosives: £145 → £149
- Ionising radiation consents: £227 → £234
- Carriage of dangerous goods (Regulation 25 a–c): £75 → £77
